Workshop: Small projects, big losses – lessons in risk and loss prevention from Grenfell and Wang Fuk Court

Small or “minor” construction projects are often treated as low-risk, with relaxed contractual requirements and assumptions that losses are manageable. Yet history shows that even smaller-scale projects can result in catastrophic outcomes when risk management and loss prevention are overlooked. The Grenfell Tower fire in London (2017) and the Wang Fuk Court collapse in Hong Kong (2025) are stark reminders — together resulting in over 230 lives lost and extensive property damage.

This session will examine why seemingly small projects can carry outsized third-party liability and loss potential. Discussion will focus on design and construction standards, regulatory oversight, contractor practices and the importance of proactive risk management, even for projects with modest budgets.

Attendees will explore practical measures to reduce exposure to catastrophic outcomes, including rigorous quality assurance, fire and structural safety, third-party risk assessment and aligning insurance and contract requirements with potential worst-case scenarios. By learning from past failures, stakeholders can ensure that “small” projects are not treated as small risks, safeguarding lives, assets and reputation.
